CLeaR - Foreword by Duncan Selbie
A letter of support for CLeaR, by Duncan Selbie, Chief Executive of Public Health England.
Smoking is the major cause of preventable deaths in England, responsible for more deaths than the next six causes combined. It is also a crucial factor in health inequalities, accounting for half the difference in mortality between the richest and poorest in society. No council can hope to reduce health inequalities without reducing smoking rates.
For England’s councils, tackling tobacco is one of the great opportunities to transform public health. The Government has an ambitious national plan, NICE has provided robust Public Health Guidance and there is a powerful evidence base for action both locally and on wider geographical footprint. I am delighted that councils, charities and professional bodies are coming together to address local tobacco control.
The CLeaR approach – bottom up, peer led and evidence-based – seems to me to be exactly right and we know it works. Everything is in place to make a flying start and for you to track your progress over these next crucial years. Many Councils all around the country have already signed up to the CLeaR standard since it was launched in May this year and I encourage everyone to do the same.
