Hewitt faces cabinet meeting to decide fate of smoking bill

The health secretary, Patricia Hewitt, will face a cabinet-level battle today to win support for a ban on smoking in public places, including all private members' clubs, save for sealed rooms. She wants to get agreement today with a view to publishing the bill on Wednesday.

Ms Hewitt has been facing resistance from some government departments who want a more readily enforceable total ban without exemptions.

In a clear hardening of the government position since its election manifesto, Ms Hewitt is proposing the ban should be extended from pubs, restaurants, workplaces to include private members' clubs.

She came up with the "sealed rooms' idea after all sides shot down the plan offered by her predecessor at health, John Reid, in which smoking would be allowed in pubs that did not sell food. The critics say the sealed room idea is too complex. The Northern Ireland secretary, Peter Hain, opted for a total ban in the province last week, leaving Ms Hewitt under pressure to say why she will not go that far.

BAT to shutdown Canadian factories

British American Tobacco PLC said it plans to close its manufacturing plants in Canada in a move that will affect some 650 jobs and lead to a charge of £200 million, most of which will be taken this year.

BAT plans to transfer production to Mexico, which will lead to savings of £40 million a year.

The move was triggered by a 38 pct fall in cigarette and rolling tobacco production volumes at the Canadian operations since 2000.

The group will close its cigarette factory in Guelph, Ontario, next year and its leaf processing operations in Aylmer, Ontario, in 2007.

Production will be transfered to the group's Monterrey plant.

Separately, BAT said it has raised its stake in privately controlled Danish tobacco products group Skandinavisk Tobakskompagni to 32.3 pct from 26.6 pct via the exercise of an option for a price of £95 million.

New BHF ads get under your skin

Cole Porter's famous tune 'I've Got You Under My Skin' is at the heart of a new £7m campaign to warn smokers of the danger of clogged arteries.

The campaign has been developed by the British Heart Foundation, following on from the success of Euro RSCG's "dripping fat" advertising. Along with television advertising, there will be internet, outdoor and press ads.

The BHF said that the campaign was based on extensive research with groups of smokers to find the most effective approach to making the link between smoking and coronary heart disease.

More than half of Britain's 12 million smokers wrongly believe nicotine and not tobacco smoke is what causes heart disease, a BHF survey found.

Ads taking a similar approach and broadcast in the US, Australia and Northern Ireland have already proved successful in getting the message across to smokers, and even just in research groups run by the BHF some smokers have already decided to give up cigarettes.

The campaign comes as the idea of putting shock pictures of rotten teeth and blackened lungs on the front of cigarette packets are revisited.

The plans are being considered again as the Cabinet today discusses a near total ban on smoking in British pubs.
